The purpose of the dump valve is to release excess air in your engine when it changes from a boosted to a closed throttle state. This prevents excessive wear and tear. The dump valve sits between the throttle and the turbo compressor in your engine. It reacts to pressure signals and tells the piston when to open or close. When your engine changes from turbo mode to a closed throttle state (e.g. when you change gear) the turbo continues to pressurise air. Yet the closed throttle prevents air from entering the atmosphere. This is where your dump valve comes in. A dump valve uses a spring which releases under excess pressure and lets out the air into the atmosphere. This in turn prevents a dangerous level of pressure from building up inside the turbocharger. A working, high-quality dump valve will help you to maintain speed in-between gear changes, and will help preserve the life of the turbocharger and your car as a whole.
